THEIR OWNERS ABANDONED HIM SO THAT HE DIES DROWNED

This dog was thrown into a sewer, being sick and malnourished. His howls alerted the neighbors, he got lucky because the water didn't carry him. The people that reported this case calculate that he was in there approximately a week, without food and totally wet. He was able to survive until we rescued him. He never will tell us who did this because he doesn't have a voice. Many animals endure this hind of suffering while we don't have a law.
