A law that prohibits the use of animals in circus



May 2009

The law project presented by Ximena Flores, MAS Deputy from Potosi. Was approved by the Senate's Sustaining development committee on April 1st of 2009 after being unanimously approved by the deputy chamber.
The approval of the law project was the result of an internal campaign leaded by the Flores Deputy. In this regard a number of signatures from many animal protection organizations and other civil organizations from Bolivia were collected.
The law project was supported by an investigation performed by Animal Defenders International - ADI regarding many circus in South America.


Deputy Flores affirmed "The video and evidence collected in Bolivia, among with the evidence collected elsewhere, shows clearly how animals suffer and are abused in circus. We have received support from the communities and bolivian organizations, so now the bolivian senate must set the highest positive example in South America that then the rest of the world must follow".
"We thank the support from all the organizations that trough their signatures have helped us to demonstrate that the animals are living beings that never requested to live captives entertaining humans and going trough different kinds of abuses" stated Flores.

The law project was finally approved in the Senate with some modifications to the original text on May 14th of 2009. Today after meeting all the requirements, the law is only waiting to be promulgated once the Bolivian president (Evo Morales) signs the project.



 

From this page our most sincere appreciation and thanks to the deputy Ximena Flores, a sensitive woman committed with the animals and also to the international organization ADI, because of their wonderful job that is being done around the world. Without their pictures showing the crude reality inside circus our legislators could not understand the cruelty inside the "big tent".



OUR JOB TO THE CIRCUS ANIMALS



Animales S.O.S. Was the first organization getting a by-law prohibiting the use of domestic animals and wildlife in Bolivia, a hard and long job that lasted more than six months and that was completed on March 31st 2004 with the approval of Ordenanza Municipal Nº 111/2004, an historic milestone in our country.

The campaigns against circus started on 2001 after Rossy's decease (Dec 2000), a small elephant property of the Circo Gigante Modelo (Fuentes - Gasca family), the circus not only killed the elephant but also a hippopotamus and a panther.

Our protests at the gates of all circus that arrive after that date resulted in a legal charge from Moises Salomon Gasaui Miguel (Gasui circus) against Susana Carpio (Animales S.O.S. President) on April 25th 2001, Even after that our protests did not stop nor our work, two protests against Circo Europeo de Fieras and Circo Hermanos Gasca on 2002 and 2003 boycott their shows.

On October 3rd 2003, with the help of the Policia Forestal we confiscated eight wild animals from Circo Real de Mexico in La Paz - Bolivia.



On March 9th 2005 we requested to the local authorities in La Paz an inspection to the Circo Espanol a dos Pistas. that were intending to use domestic animals. Such inspection avoided the violation to the by-law No. 111/2004

On July 2006 we fed three Lyons that remained over a month at El Desaguadero because they did not count with the paper work to enter Peru, we sent many letters in order to rescue them but was not possible.

On January 2007 we requested an inspection to the Circo Abuhadba, that was in El Alto City, we were aware that the lyons and a mandrel did not have documentation. The Direccion General de Biodiversidad (DGB) should have confiscated the animals but they did not do their job. On October 18th 2007, with the help of councilor Efrain Afgani and material of ADI we got the specific by-law in order to prohibit the use of animals in circus, after this no other circus arrived to El Alto.

On May 2008
we avoided that the Fercos Brothers performed a show with felines in La Paz supporting the by-law achieved on 2004.



At the end of 2008 we sent our letter of support and our signature to the law project proposed by the deputy Ximena Flores in order to prohibit the use of animals in shows and circus. It is shameful that organizations such as Qanasa Animals (from El Alto), Voluntarios en defenza de los animales - VEDA (from Santa Cruz) and Inti Wara Yassi (from Cochabamba) denied to support the law project.
