This complaint was formally made to the DGB on 9 January on this year, citing: ASOS 03/2008, to Lic. Omar Rocha, and to the Prefecture of Santa Cruz on January 21, 2008, cited ASOS. SC. 001/2008, to Dr. Francisco Aguilera and the Mrs Lorena Kempff of the Bolivian Network Against Trafficking of Wild Animals (REBOCTAS) Cite ASOS. SC. No. 004/2008

THE KATIE´S DEATH

The July 11st, 2006 Animals S.O.S. received a complaint about a puppy jaguar (Pantera onca) in appalling conditions inside a home in La Paz city, located in Irpavi zone, 14th Street. Gobles corner No. 14, owned by an Asian citizen; he maintained a female jaguar in a cage of 1 x 2 metres. From July 13rd, we tried that the authorities of the General Direction of Biodiversity (DGB) and CITES undertake the seizure of this animal because this wild animal is from CITES I, but their action was negligent and dodge their responsibilities for over one week. That it is why we went to the Kennel Municipal La Paz, relying on the Municipal Ordinance No. 511/2005, thanks to the Municipal Intendency and Mr. Eddy Ramirez, this animal was achieved in the presence of UNITEL Media and two officials of the DGB.

Later, this animal was transferred to the Municipal Kennel and days later she was given to the Community Inti Wara Yassi (CIWY) by means of an agreement, in which CIWY committed to place a mark to distinguish the animal, to give warning to DGB by informs, and to give the body (cadaver) in case this animal died, at the little time of receiving her, CIWY baptized this female jaguar like "Katie", the name of a girl that visited Bolivia.
This jaguar was killed on April 4th, 2007 in Machia Park., the veterinarian of CIWY Luís Morales injected her three tranquilizer dose in very short periods of time, the purpose was to transfer her to the Ambue Ari Park, but instead of that, they caused her death. CIWY violated the agreement with which they received this animal in temporal custody, hiding her death and the causes of the murder; they knew that if they reported the examination (the autopsy) it would question the causes of the murder.CIWY hid her death like a year, when our accusation came out for the first time in REBOCTAS (Net against the traffic of Wild Animals) CIWY denied it.
Nena (Tania Baltazar) lied saying that Katie was alive, she said in an interview to the newspaper called Los Tiempos, that “if somebody wants to see her, they can go to the Ambue Ari Park”, March 10th, 2008.
On February, an inspection carried out by the National Environmental Authority (DGB) determines that the jaguar was not in Santa Cruz like CIWY assured before this, this Authority requests a report on Katie's destination, and CIWY answered to them by fax indicating that Katie had died. March 28th,2008.

THE KATIE´S REPLACE

After Katie's death, Juan Carlos Antezana and Tania Baltasar Lugones (Nena) decides to spend the money that they had for Katie's cage in Ambue Ari Park in the purchase of a jaguar to replace Katie (Ever Mérida testimony).
In a visit to the Yungas, Juan Carlos Antezana receives the news about a jaguar called Mica that was been selling in San Borja, when he knew that the jaguar was a female, Juan Carlos Antezana was very happy and carries out a call to sum up the purchase. (Vicky Ossio testimony).
In San Borja, Mrs. Melvi Suarez Roca bought Mica for Juan Carlos Antezana and she transfers her to La Senda Verde (Vicky Ossio´s property) from there, the veterinary Luis Morales (who killed Katie) takes her to the Machia Park, then, they change the name of Mica to Katie and later they transfer her to Ambue Ari Park.
From May of the 2007 Mica replaces Katie in Ambue Ari, the evidences are in the pictures of the blogs of the foreign volunteers.
The decision of replacing Katie belonged to Juan Carlos Antezana Pérez the evidence is in a letter from the Environmental National Authority dated in May 4th, 2007 (one month after Katie's death) this letter is an answer to Mr. Juan Carlos Antezana Pérez, the purpose was to  transfer Katie from Machia to Ambue Ari Park, this letter shows the intention of deceiving to the National Authority with which there was an agreement, the clear intention of hiding the death of this jaguar and the decision of replacing her, if Katie had died, why Juan Carlos Antezana requests the transfer of this jaguar?
At the end of February a commission of the National Environmental Authority carries out a surprise inspection to the Ambue Ari Park, taking pictures and data of all the jaguars that were found in this park, to corroborate if our accusation on traffic of wild life was certain. The official result of this inspection was given to our organization in date March 14 2008, this report determines that the patterns of stains of supposed Katie in the Ambue Ari Park didn't coincide with the patterns of stains of the jaguar surrendered to CIWY by an agreement, also determine that the patterns of stains of the supposed jaguar called Katie in the Park Ambue Ari coincided with the patterns of stains of the jaguar called Mica that Juan Carlos Antezana bought to replace Katie the jaguar that was killed in the Machía Park on 2007.
A similar report was given the Deputy Ximena Flores Castro on March 31st, 2008, in this report was added the confession of CIWY about Katie's death. (Document enclosed).
